Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a drone close by, part of a rapid response unit – almost certainly imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, certainly, continue.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration operates on a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
